Between July and December 2016 the Valuation Tribunal carried out a six-month pilot in which the disclosure and exchange of evidence process before a hearing was significantly different. A full evaluation has now taken place, reviewing outcomes against success criteria. You can view the evaluation report here.
As a result, the process is being extended to cover appeals against the 2010 rating list (and any earlier lists) in all English billing authorities, where the notice of hearing is issued after 1 April 2017. There are new directions that apply, which can be viewed here.
Please note that this does mean therefore that in the early months of introduction, where notices were issued before 1 April 2017, that those appeals will continue to be heard under directions issued with those notices.
